A (re)construção das infra-estruturas revelou, mais tarde, “traumatismos” que colocaram em causa a idoneidade tanto das empresas envolvidas quanto do Governo.

O canteiro de obras aludido pelo ex-Presidente da República de Angola, José Eduardo dos Santos, nas vésperas do arranque do programa de reconstrução nacional, não tardou para revelar as fragilidades que levaram o actual Presidente João Lourenço a autorizar a alocação de mais verbas para recuperar projectos anteriomente cabimentados.

Em Luanda, tal como acontece noutras partes do país, ouvem-se denúncias sobre obras, cuja qualidade é questionada pelos utentes e por especialistas de engenharia de construção civil. Foi o que os moradores e visitantes do Bairro Mundial e arredores deram a entender à E&M. Questionam a velocidade de execução da empreitada, espessura do pavimento e a qualidade do material que está ser aplicado.

Trata-se de seis quilômetros da empreitada que liga bairros do interior dos distritos do Morro dos Veados e dos Ramiros, no município de Belas, avaliada em perto de 3 mil milhões de Kz, inscrita em 2020 no Plano Integrado de Intervenção nos Municípios (PIIM). Para o especialista em Gestão de Projectos de Obras Públicas, Domingos Chicoca, a maior parte das obras públicas erguidas no país frustram as expectativas das populações por serem palhativas.

Segundo a fonte, estas obras suportadas por fundos públicos lesam os cofres do Estado, considerando os resultados finais que nem sempre coincidem com o investimento aplicado. “As obras eleitoralistas têm sido uma das maiores causas da frustração do sonho angolano em termos de infra-estruturas sólidas, sustentáveis e ao serviço pleno do bem-estar das comunidades”, argumentou o especialista.

The trauma of electioneering works

The end of the armed conflict served as an argument to turn Angola into a construction site. The (re)construction of infrastructure later revealed "traumas" that called into question the suitability of both the companies involved and the government.

The construction site alluded to by the former President of the Republic of Angola, José Eduardo dos Santos, on the eve of the start of the national reconstruction program, soon revealed the weaknesses that led the current President, João Lourenço, to authorize the allocation of more funds to recover projects previously committed.

In Luanda, as in other parts of the country, one hears complaints about works whose quality is questioned by users and by civil engineering specialists. This is what residents and visitors to the Mundial neighborhood and its surroundings have told E&M. They question the speed of execution of the project, the thickness of the pavement, and the quality of the marterial being used.

We are talking about six kilometers of roads that connect neighborhoods in the interior of the districts of Morro dos Veados and Ramiros, in the municipality of Belas, valued at nearly Kz 3 billion. The project was included in the Integrated Plan for Intervention in Municipalities (PIIM) in 2020. For the specialist in Public Works Project Management, Domingos Chicoca, most public works executed in the country fall short of the population's expectations because they are palliative.

According to him, these works, executed with public funds, harm the state coffers, considering the final results that do not always coincide with the investment made. "Electioneering works have been one of the biggest causes of frustration in terms of solid and sustainable infrastructures that fully serve the welfare of communities," said the expert.
