Escassez de infra-estruturas atrasa industrialização do Pólo de Viana

Com uma extensão de 2.350 hectares, o Pólo de Desenvolvimento Industrial de Viana (PIV) precisa de financiamento para melhorar as infra-estruturas e atrair mais investidores.

Instituído como sociedade anónima de capitais públicos, no âmbito do processo de industrialização do país, o PIV tem a missão de criar infra-estruturas e ambiente de negócios que atraiam investidores. Entretanto, esse objectivo primário está longe de ser alcançado por limitações financeiras para infra-estruturas necessárias para o normal funcionamento das unidades industriais.

O projecto foi lançado em 2017 e, actualmente, conta com apenas 262 empresas operantes, das 513 registadas para operar em sectores estratégicos como alimentar, agrícola, saúde, construção e indústria transformadora. Das inoperantes, umas nunca entraram em funcionamento, por dificuldades financeiras decorrentes da crise económica, enquanto outras abandonaram o PIV devido às dificuldades infra-estruturais.

No PIV, regista-se um défice de estradas e drenagem das águas pluviais, o que levou a administração a formar uma brigada de terraplanagem, uma vez não haver capacidade financeira para a asfaltagem.

De acordo com o presidente do Conselho de Administração do PIV, Miguel Luís, a equipa procura melhorar as vias com regularidade, mas admitiu não ser suficiente porque o número de máquinas e homens é reduzido. Por essa razão, a prioridade é acudir as zonas identificadas como críticas, que impossibilitam a transitabilidade de veículos.

Segundo o gestor, neste momento, o principal desafio é a criação das infra-estruturas. Explicou que, quando se determinou a criação do perímetro, era suposto serem criadas com fundos públicos. “Mas, infelizmente, isso não aconteceu e, ao longo dos anos, o país tem enfrentado crises cíclicas, que têm impossibilitado a criação dessas infra-estruturas”, lamentou. Entretanto, no perímetro do PIV, há algumas infra-estruturas essenciais para o exercício da actividade industrial, com destaque para três subestações eléctricas.

Lack of infrastructure hinders the development of the Viana Industrial Hub

At 2,350 hectares, the Viana Industrial Hub (PIV) needs financing to improve infrastructure and attract more investors.

Created as a public limited company within the country’s industrialization process, PIV’s mission is to provide the infrastructure and business environment to attract investors. However, this primary objective is far from being achieved due to financial limitations to create the necessary infrastructure for the normal operation of the industrial units.

Launched in 2017, it currently hosts 262 of the 513 companies registered to operate in strategic sectors such as food, agriculture, health, construction and manufacturing. Of the inoperative companies, some never started operating due to financial difficulties arising from the economic crisis, while others abandoned the Hub due to infrastructural difficulties.

In the Viana Industrial Hub there is a lack of paved streets and rainwater drainage, which led the administration to create an earthwork brigade since there are no financial means to tar the roads.

According to the Hub’s Chairman of the Board of Directors, Miguel Domingos Luís, the team tries to improve the roads regularly, but admitted that it is not enough because of the reduced number of machinery and personnel. For this reason, the priority is to attend identified critical areas that render traffic impossible.

According to the manager, the main challenge at the moment is creating infrastructure. He explained that when the Hub perimeter was created, it was meant to be supported with public funds. “But, unfortunately, this did not happen and over the years the country has faced cyclical crises, which have made it impossible to create these infrastructures,” he deplored. Meanwhile, on the PIV perimeter, there are some essential infrastructures for the exercise of industrial activity, with emphasis on three electrical substations.
