Fernando Pacheco é membro do Conselho Editorial da Revista Economia & Mercado -, com o título “Estado da Nação e a urgência do prioritário”. Recomendo vivamente a sua leitura.

O seu apontamento ganha maior importância, combinando-o com o discurso do Senhor Presidente da República sobre o Estado da Nação. Escreveu o engenheiro Fernando Pacheco, dias antes, que analisar o Estado da Nação pode (ia) significar o balanço da evolução do conjunto de direitos plasmados na Constituição, direitos humanos fundamentais ou de primeira geração, como os direitos cívicos e políticos e os de segunda geração, como os económicos, sociais e culturais aos quais se juntam os direitos a um ambiente são. Para tal, os considerandos presidenciais deveriam responder a perguntas simples, mas, porventura, não tão simples assim, como: Estão os cidadãos, na generalidade, bem alimentados e nutridos? A maior bomba ao retardador de qualquer conflito é a fome. Têm acesso a cuidados primários de saúde e confiam no sistema nacional de saúde? Sentem-se confortáveis com os sistemas de educação e de ensino? Sentem-se cidadãos livres e informados ou com a possibilidade de se reunirem ou associarem livremente e fazerem as suas escolhas? Já no plano económico, os números apresentados representam escolhas certas que conduzam à autossatisfação alimentar, ao emprego, a uma menor criminalidade? Estamos a credibilizar as instituições?    

O discurso foi, uma vez mais, longo de mais, muito ao estilo de Relatório & Contas, mas pouco crítico e orientador. Faltou análise ao momento actual que vivemos e foi pouco mobilizador. Nos tempos difíceis que vivemos, e antevendo o que vem para a frente, esperava que fosse orientador. Será uma questão de estilo?
E porque ao Estado da Nação não deixa de estar ligado, faço uma referência ao processo de vacinação. Penso que perdemos o norte e toda uma dinâmica alicerçada num processo devidamente desenvolvido. Fui dos que aplaudiram a organização dos serviços de saúde no combate à Covid 19. Não se poderia proceder à vacinação respeitando grupos etários tal como se fez em países com o mínimo de organização? Onde está o planeamento? É um pequeno sinal de como o resto está! As pessoas assim o sentem e comentam.

The state we are in

I read a very interesting column in the newspaper Novo Jornal, dated October 15, written by Fernando Pacheco - a profound connoisseur of the reality of the ‘hinterlands’, and of the country in general, and a member of the Editorial Board of the magazine Economia & Mercado -, entitled “State of the Nation and the urgency of priorities”. I strongly recommend its reading.

His column takes on greater importance when combined with the speech of the President of the Republic on the State of the Nation. Engineer Fernando Pacheco wrote, a few days earlier, that an analysis of the State of the Nation can (could) mean taking stock of the evolution of the set of rights enshrined in the Constitution, fundamental or first-generation human rights, such as civic and political rights, and second-generation rights, such as economic, social, and cultural rights, to which are added the rights to a healthy environment. To this end, the presidential speeches should answer simple, but perhaps not so simple, questions, such as: Are citizens, in general, well fed and nourished? The biggest trigger of any delayed conflict is hunger. Do they have access to primary health care and do they trust the national health care system? Do they feel comfortable with the education and teaching systems? Do they feel they are free and informed citizens, or able to freely assemble or associate and make their own choices? On the economic level, do the numbers presented represent the right choices that lead to food plenty, employment, less criminality? Are we giving credibility to institutions?    

The speech was, once again, too long, very Report & Accounts style, but not very critical and orienting. There was no analysis of the current moment we are going through and it was not very mobilizing. In these difficult times we live in and looking at what lies ahead, I expected it to be orienting. Is this a question of style?
And because it is connected to the state of the nation, I will make a reference to the vaccination process. I think that we have lost the north and a whole dynamic based on a properly developed process. I was one of those who applauded the organization of the health services in the fight against the Covid 19 Pandemic. Couldn’t vaccination be done according to age groups as it was done in countries with a minimum of organization? Where is the planning? It is a small sign of how the rest is! People feel it and comment about it.
