Corredor do Lobito pode viabilizar maior dinamismo económico até 2050

Inserido no projecto de integração regional da África Austral e da União Africana, o CdL pode alavancar uma circulação económica e financeira mais sustentável para Angola e países vizinhos.

A prossecução deste marco, que prevê a viabilização da exportação de minérios e de outros produtos de origem nacional e internacional, dependerá muito da forma como o Governo irá mobilizar “investimentos adicionais” necessários para eliminar alguns dos principais desafios que ainda “circulam” sob os “carris” do CdL.

Segundo o Ministério dos Transporte, a viabilidade económica do Corredor do Lobito assenta na criação de uma solução de transporte intermodal de mercadorias para a República Democrática do Congo e Zâmbia, que impacte positivamente na redução dos custos face às principais alternativas existentes na região.

Os dados indicam que a linha-férrea que liga o município do Lobito ao Luau (Moxico) é a maior do país, com uma extensão total de 1.344 quilómetros, permitindo a interligação da costa atlântica à povoação fronteiriça do Luau. De acordo com os prognósticos do Governo, espera-se que, com a sua reactivação, se possa reforçar a integração regional e atender aos compromissos da sub-região austral (SADC) e continental, apontando para a possibilidade futura da interligação Atlântico-Índico.

Considerando tais valências, disse o ministro dos Transporte no acto oficial de lançamento do Concurso Público Internacional para Concessão e Gestão Partilhada do Corredor do Lobito – ocorrido recentemente em Benguela -, o CdL apresenta-se como uma plataforma de dinamização das economias provinciais e nacional, permitindo a criação de postos de trabalho directos e indirectos para cidadãos angolanos e estrangeiros.

Ricardo D’Abreu avançou que é também um factor incentivador de toda a produção agrícola e industrial ao longo de todo o perímetro que envolve o CdL, com impacto no incremento das exportações de Angola, investimentos indirectos em plataformas multimodais, terminais e outras infra-estruturas logísticas satélites ao longo da linha, o que promoverá o desenvolvimento económico, social e cultural das comunidades locais.

Nos últimos anos, o Estado investiu avultadas somas na construção e na reabilitação de infra-estruturas dos Caminhos-de-Ferro de Benguela (CFB), do Porto do Lobito e em centros logísticos, respectivamente, avaliados em mais de dois mil milhões de dólares.

Neste diapasão, o representante da Associação das Indústrias de Angola (AIA) na província de Benguela disse que as infra-estruturas permitirão o aumento de investimento estrangeiro no país, sobretudo nas quatro províncias onde passam os caminhos-de-ferro. Além do fomento de postos de trabalhos e de promoção do turismo nas províncias de Benguela, Huambo, Bié e Moxico, Carlos Leiria aponta o aumento da arrecadação de divisas e de receitas tributárias como a outra vantagem que o CdL trará. “Teremos um crescimento e aparecimento de muitas empresas que estarão ligadas aos serviços de apoio à movimentação das mercadorias, não só no nosso país, como também noutros países usuários do Corredor do Lobito”, disse.

Lobito Corridor may enable greater economic dynamism by 2050

As part of a project for the regional integration of Southern Africa and the African Union, the Lobito Corridor (CdL) can leverage a more sustainable economic and financial circulation for Angola and neighboring countries. But first it must overcome certain challenges.

The pursuit of this milestone, which foresees the viability of exporting ore and other products of national and international origin, will depend a lot on how the Government will mobilize the “additional investments” needed to eliminate some of the main challenges still “circulating” under the “rails” of the CdL.

According to Ministry of Transport, the economic viability of the Lobito Corridor is based on the creation of an intermodal goods transportation solution, to and from the Democratic Republic of Congo and Zambia, which would have a positive impact on reducing costs compared to the main alternatives in the region.

The data indicate that the railway line connecting the municipality of Lobito to Luau (Moxico) is the longest in the country, with a total length of 1,344 km, connecting the Atlantic coast to the border town of Luau. According to the Government’s prognosis, its reactivation could strengthen regional integration and meet the commitments of the southern (SADC) and continental regions, pointing to the future possibility of Atlantic to Indian Ocean interconnection.

Considering such prospects, said Minister of Transport, Ricardo d’Abreu, at the official ceremony launching the International Public Tender for the Concession and Shared Management of the Lobito Corridor - which took place recently in Benguela -, the CdL is a platform for boosting the provincial and national economies, and potential creator of direct and indirect jobs for Angolan and foreign citizens.

He added that it is, besides, a stimulus for all agricultural and industrial production along the entire stretch served by the CdL, capable of increasing Angola’s exports, indirect investments in multimodal platforms, terminals and other satellite logistic infrastructures along the line, and leveraging the economic, social and cultural development of the local communities.

In recent years, the state has invested over two billion US dollars in the construction and rehabilitation of infrastructure for the Benguela Railroad (CFB), Port of Lobito and logistic centers.

The representative of the Angolan Industries Association (AIA) in Benguela province, Carlos Leiria, said that the infrastructures would allow for an increase in foreign investment in the country, particularly in the four provinces served by the railroad. Apart from fomenting jobs and tourism in the provinces of Benguela, Huambo, Bié and Moxico, he also emphasizes the increase in foreign exchange and tax revenues as another advantage that the CdL could bring. “We would have a growth and emergence of many companies linked to support services for the movement of goods, not only in our country, but also in other countries that use the Lobito Corridor”, he said.
